The rule
Governing statute: W. Va. Code § 31B (Uniform Limited Liability Company Act) and § 31D (Business Corporation Act) for the designated office and agent of process; W. Va. Code § 59-1-2a for the annual report
A West Virginia LLC must give the address of an initial designated (physical) office, including the county, and it may be different from the principal place of business. If you do name an agent of process, the Secretary of State’s form asks for that agent’s street address; the agent may be an individual resident of West Virginia, a corporation, or another limited liability company.
West Virginia sets no statutory business-hours rule for the agent, because the Secretary of State is appointed by law to accept service of process for registered business entities and forwards the notice by certified mail, with a copy routed to the clerk of the appropriate county court.

Naming no agent is legal, but it carries real exposure: the Secretary of State says that without an agent of process, legal process goes to the principal office address on file. A stale address, or certified mail nobody signs for, means a default judgment in a case you never saw. Missing the annual report brings a late fee and then administrative dissolution or revocation.
